Public Housing Utility Allowance Change Notice

Each year the Housing Authorities are required to review our utility allowance schedule to ensure allowance rates are reasonable and consistent with HUD regulations. Our most recent utility allowance study conducted reveals slight changes for some of our units. The results of the study reveal there will be a small increase in the utility allowances for two and three-bedroom units at Spinners Court, small decreases for ALL bedroom sizes at Twisted Hickory Homes and no changes for the Harmony Homes development. There will be small increases in the one, two, three and four-bedroom units at Oakdale Homes and no changes to the Benjamin Manor development in Elizabethtown.

Therefore please be notified the utility allowance changes will take effect July 1, 2021. HUD regulations will permit us to grant individual relief when circumstances are beyond the resident's control or under extraordinary circumstances. Also please know the records which document the utility study and how the allowance change was calculated are available for review. Additionally, the revised utility allowance schedule will be posted in the Housing Authorities main office and may be reviewed by anyone during normal hours of operation.

All residents have the right to submit written comments on the utility allowance schedule change. Written comments should be directed to the attention of Executive Director and must be submitted no later than May 31, 2021, close of business. All comments should be mailed to PO Box 339, Bladenboro, NC 28320 or dropped off at the office located at 706 Chestnut Street, Bladenboro.
