FINAL PUBLIC NOTICE
Bladenboro Housing Authority has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through North Carolina Emergency Management (NCEM) as a sub- recipient.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order(EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone:
This project is for the repairs to the Bladenboro Housing Authority administrative building. All housing authority services have been relocated to an unshaded X zone ( outside of the floodplain). All building repairs are located in an AE zone (1 % Annual Chance Flood Hazard). Confirmation of location outside of a Special Flood Hazard Area (SFHA) was determined by the Bladen County Flood Insurance Rate Map, Panel Number: 3720024800L, dated 12/06/2019. Confirmation of location in a Special Flood Hazard Area (SFHA) was determined by the Bladen County Flood Insurance Rate Map, Panel Number: 3720026800J, dated 1/05/2007. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. There is a potential for the damaged building to be impacted by future flooding events due to its location within an AE zone. The proposed work will not take place in wetlands per the United States Fish and Wildlife Service National Wetlands Inventory and will have little potential to impact or affect wetland values.
Proposed Work and Purpose:
Bladenboro Housing Authority have relocated their Administrative Building services to one of their owned, existing properties located at 706 Chestnut Street, Bladenboro, NC 28320 located in an unshaded X zone. Repairs to the old building include removing and replacing the following: Ceiling tiles, sheetrock, roll roofing, and a HVAC system to updated codes and standards. Replaced building contents will be used at the new location of the Bladenboro Housing Authority's administrative building services. This will allow for the continuation of housing services for the community.
Project Alternatives:
Alternative #1 (No action): The 'no action' alternative would ultimately result in a negative impact on the Bladenboro Community. If the applicant had not relocated out of the floodplain, this would not allow for a continuation of housing services.
Alternative #2 (Repair in-kind): Repairing the interior and exterior components without upgrades to codes and standards may result in similar damages from future events. If similar damages occur again, it could cause ad verse economic and social impacts.
